The Government of India enacted the National Policy of Education 1986 to improve the scenario of Higher Education in India. It recognized the integral importance to provide opportunities to teachers in Higher Educational Institutions for their professional and career development and for the development of the institution as a whole. Keeping this objective in mind the UGC took initiative to set up Academic Staff Colleges in some selected Universities in the country.
The mission and vision of UGC towards upgrading the quality of Higher Education has been extended and widened at large over the years by opening various new centres across the country. Right now there are as many as 66 HRDCs functioning under various clusters. The UGC-HRDC, NBU belongs to cluster seven along with other seven HRDCs. It covers the entire North Eastern States and the State of West Bengal. The UGC-HRDC, NBU is located in Siliguri, at the foothills of Himalayas, the gateway to the North East. It attracts participants of diverse cultural backgrounds from all over the country and strives to create a conducive environment for their development. The Director of UGC-HRDC, NBU is highly committed to the welfare and well-being of all those who choose to participate here.
The UGC-HRDC, NBU since its inception in November, 2009 has conducted as many as 82 Refresher Courses, 33 Orientation Programmes and many Workshops (ranging from 2-7 days) with paramount success. Participants from various parts of the country such as New Delhi, Maharashtra, Gujarat, Rajasthan, Uttar Pradesh, Karnataka, Jammu and Kashmir, Kerala, Tamil Nadu and the North Eastern States have participated in various courses in this Centre over the years. The Centre has been highly applauded and revered to by the participants.
The Centre has also attracted numerous resource persons who have been invited here for delivering lectures over a broad spectrum of courses. The Centre is fully committed towards providing better academic facilities and other logistical support to the courses to make them a successful endeavor for everyone. The Centre over the years has been receiving support and co-operation from all sections viz., teachers, officers etc of the University of North Bengal. The Honourable Vice Chancellor Dr. Subires Bhattacharya has been kind enough to provide sufficient funds in advance in order to ensure the smooth functioning of the regular academic schedule. The HRDC is indebted to the University at large for this incredible gesture of co-operation and generosity.  
The UGC-HRDC, NBU has a magnitude of locational benefits. Located at the international tri-junction point of Nepal, Bangladesh and Bhutan, it attracts scholars and researchers from these international countries and also from all over India. The Bagdogra International Airport Is conveniently located at a distance of only 4 km from the institute and The New Jalpaiguri Railway Station lies 15 km away. The National Highway (NH-34) connects the Institute to the rest of the country by road. The pleasant weather of North Bengal makes the entire experience very enjoyable. Adding to that, the Centre has an independent guest house where the participants while taking part in various courses can stay comfortably.
