Since the dawn of independence, there has always been an endeavour for enhancing the desirability of pulling the students in the national service. It is pertinent to note that the First Education Commission set up in the year of 1950, made recommendation for the introduction of National Service by students on a voluntary basis. The National Service Scheme got a sharp turning with the setting up of a Committee under the Chairmanship of Shri C.D. Desmukh which was set to prepare a scheme for compulsory national service by students, on the recommendation of Pandit Jawaharlal Nehru, the first prime minister of Independent India.
National Service Scheme has been introduced at the University of North Bengal since 1982. It was introduced as a complement to the academic programmes of the University. It has become a part and parcel of the academic system. The major objective ever since has been to involve the students in the society of which they are an integral part. The entire programme of the NSS revolves around the students wherein the NSS volunteers put the students in a single thread in order to implement the NSS objectives. The NSS is a challenging medium for functioning amongst the downtrodden section of the society as north Bengal University represents those affiliated colleges which are in majority located in rural areas where majority of the population belongs to Scheduled caste, Scheduled tribe and many other minority communities. To reach this vulnerable section of population and to work for them, the NSS can be a major weapon to curb their destitution.

All programmes of the NSS are controlled and coordinated from the office of the Programme Coordinator of NSS at the North Bengal University. The programmes undertaken and decided at the meeting of the State Level Advisory Committee are implemented through the NSS Units at the affiliated colleges under the University and also at the University level. All programmes of NSS are coordinated by the Programme Coordinator of NSS, NBU. Planning, implementation, monitoring, supervision, evaluation and providing necessary advice are done from the office of the Programme Coordinator at the university. The records of activities are maintained by the office of the Programme Coordinator and funds are disbursed and accounts are maintained by the Finance branch of the university.
The NSS units in affiliated colleges under North Bengal University are the basic units which function under Programme Officers on the basis of periodical instructions issued from the office of the Programme Coordinator. All new programmes to be undertaken by the units are intimated by the Regional Centre of NSS, Govt. of India and the State Liaison Officer, Govt. of West Bengal, which are transmitted for the units for compliance.
Presently the enrolled strength of the NSS volunteers at the University of North Bengal is more than 7900 (Nine thousand hundred). The volunteers are spread throughout the colleges affiliated to this university.
Both, Regular Activities and Special Camp per year are undertaken by the NSS units. As per NSS manual, a volunteer has to render 120 hours of service to the society as a member of the NSS unit per year. The volunteers who take part in the special camping programme have to work for 7 consecutive days at the venue of the programme.
Red Ribbon Club is initiated as HIV prevention program in the country, mobilizing and organizing youth focused to prevent them from spread of HIV infection. Red Ribbon is an international symbol of HIV/AIDS awareness since 1991 and Red Ribbon Club is a youth initiative on HIV/AIDS to create awareness among students on STD/HIV/AIDS in the society. RRC drive is initiated by the Government of India in educational institutes to aware the students about AIDS and stay behind the AIDS survivors. Youth of India studying in colleges, Universities and professional institutions are mobilized and formed a group that is termed as Red Ribbon Club is a beautiful platform where skill and knowledge building sessions on various health issues especially on AIDS are conducted for the youth population. Several Units of NSS under University of North Bengal holding or/and observed various awareness program on AIDS and other heath issues time to time.
